Requested Records (all dates from January 1, 2020 to present):



I am submitting this request under the Kansas Open Records Act (K.S.A. 45-215 et seq.) for the following public records related to the Metropolitan Topeka Airport Authority (MTAA). Please provide all responsive documents in electronic format (PDF preferred) where possible. I request a fee waiver or estimate in advance if charges will exceed $50, as this request serves a legitimate public interest in government transparency and accountability.

Requested Records (all dates from January 1, 2020 to present):

  1. All board packets, agendas, minutes, resolutions, and attachments that list or discuss authorized depositories, banking relationships, CD investments, or cash management for MTAA funds. Specifically include any references to Central National Bank (CNB), Community National Bank, Equity Bank, or other institutions.
  2. All current and historical depository agreements, account statements, CD confirmations, collateral pledges, or investment reports showing balances or activity with Central National Bank.
  3. All Conflict of Interest disclosures, annual forms, or statements submitted by Michael Munson (or any other board member) related to Central National Bank, banking relationships, employment, or familial interests (including his role as Executive Vice President/General Counsel and his sister’s role as President/CEO).
  4. All board minutes, work session notes, or correspondence documenting any recusal, abstention, or discussion by Michael Munson (or the board) regarding conflicts of interest involving depository selections, banking resolutions, investments, or financial decisions.
  5. A copy of the full text of MTAA Resolution No. 24-297 (Conflict of Interest Policy) adopted in July 2024, including any attachments, exhibits, or amendments.
  6. All resolutions or motions authorizing signatures on accounts or approving specific banks as depositories (especially any that include Central National Bank).
  7. Any internal or external reviews, audits, or memos evaluating the competitiveness of banking services, rates, or terms offered by CNB versus other institutions.

Please provide these records as soon as reasonably possible. If any portion is denied, please provide a written explanation citing the specific exemption under KORA and the legal basis for withholding.
