"Roberts Rules of Order Revised" and The City of Topeka Governing Body Rules & Procedures govern meeting proceedings including public comment. View the City of Topeka GB Rules & Procedures online here.  These rules address the conduct of meetings or other procedural matters, such as the order of business, content of reports or length of time that may be spent on a topic of discussion etc.  KOMA mandates that the meeting must be conducted in a way that the public may observe or listen to the proceedings.  

 

Please review GB Rules & Procedures 2.9, 5.5 and 8.11.

ELECTION INTEGRITY


SB 367 Elections, relating to the transparency in revenues underwriting elections [e.g., ZuckerBucks]Prohibiting the use of funds provided by the United States government for the conduct of elections and election-related activities unless approved by the legislature.


SB 344 Requiring voter verification of identity when returning an advance voting ballot.

 

SB 366 Requiring that county election officers receive a request for an application for an advance voting ballot from a voter before mailing such application to such voter.


SB365 Requiring all advance voting ballots be returned by 7:00 p.m. on election day, amending K.S.A. 25-1132 and repealing the existing section.


SB 474 Concerning cities; relating to initiation of ordinances by petition; eliminating the administrative ordinance limitation.




TAXATION AND GOVERNMENT SPENDING

 

HB 2284 Providing an income tax rate of 5.25% for individuals, exempting all social security benefits from Kansas income tax, increasing the standard deduction by a cost-of-living adjustment, increasing the Kansas personal exemption, decreasing the privilege tax normal tax, establishing a 0% state rate for sales and use taxes for food and food ingredients on April 1, 2024, and increasing the extent of property tax exemption for residential property from the statewide school levy.

The veto override failed in the House today by three votes. All Republican representatives from Shawnee County voted YES. Five Republicans voted NO. See votes HERE.

 

SB 373 Prohibiting the use of public moneys for lobbying activities.


SB 468 Prohibiting cities and counties that grant or approve certain property tax exemptions or tax increment financing from exceeding their revenue neutral rates for property tax purposes.




STOP LAND GRABS


SB446 Prohibiting acquisitions of ownership interests in certain Kansas real property by foreign individuals and entities unless authorized by the state land council and establishing the state land council. 


SB370 - HB 2476

Requiring legislative approval of any national heritage area or national historic trail in the state of Kansas and prohibiting state funding of any national heritage area or national historic trail unless such funding is first approved by the legislature of the state of Kansas.




PROTECTING CHILDREN

 

SB 233 Creating a civil cause of action against a physician who performs childhood gender reassignment service and requiring revocation of a physician's license who performs childhood gender reassignment service. (Missed veto-override in Senate by one vote in 2023. See voting record HERE.)


HB 2731 Requiring the state board of education to submit annual reports to the legislature on certain statistics of students who take the statewide assessments.

 

SB 425 Providing for child support orders for unborn children from the date of conception. Bill redefines fetus as Kansas children & pregnant women eligible for child support.

 

SB 394 - HB 2592 Requiring the use of age-verification technology to permit access to internet websites containing material that is harmful to minors. 

 

SB 286 - HB 2492 Prohibiting abortion procedures except when necessary to save the life of the pregnant woman and providing a private cause of action for civil enforcement of such prohibition. 




HEALTH FREEDOM


SB 390 â€“ Conscientious Right to Refuse Act. This bill would prohibit discrimination against individuals who refuse medical care and create a civil cause of action based on such discrimination.


SB 391 â€“ Constitutional Right to Health Freedom Act. This bill would regulate the activities of the secretary of health and environment related to public health functions; it would repeal statutes relating to the secretary's authority to quarantine individuals and impose associated penalties.

SR 1737 Affirming Texas Governor, Greg Abbott's right to defend the state of Texas from unrestrained illegal immigration.


HR 6035 Affirming state sovereignty and supporting Texas in its efforts to combat illegal immigration.
