I'm doing all I can to bring Chick fil A and Whataburger to the Blvd but am finding out why nobody wants to develop in Topeka.  We have been working on a Traffic Study with the city for one year and we still aren't approved.  Now they are even trying to tell us how to route our traffic on private property.  Their "consultant", who is completely incompetent, thinks he is wiser than the Chick fil A and Whataburger engineers regarding their own sites.  Until the city hires a good City Manager and a good Traffic Engineer (at a minimum) they will continue on their path of steady and solid negative growth.
