JEDO

The Joint Economic Development Organization (JEDO) is a collaborative effort between Shawnee County and the City of Topeka, Kansas, established in 2001 to promote economic development. It is governed by a 13-member board, with voting members including the three Shawnee County Commissioners, the City of Topeka Mayor, Deputy Mayor, and two City Council members, while the remaining six Council members are non-voting. JEDO is funded by a quarter-cent countywide retailers' sales tax dedicated to economic initiatives.

JEDO works with GO Topeka to support projects like the ASTRA Innovation Center and business expansions, such as Harris Fabrication. The board meets quarterly (second Wednesday of February, May, September, and December) at 6:00 p.m., with meetings open to the public and televised, except for executive sessions. Agendas are posted on the City of Topeka and Shawnee County websites at least five business days prior. Public comment is allowed on actionable agenda items and at the end of meetings, with a four-minute limit per speaker.

JEDO's chairperson alternates annually between the City Mayor (odd years) and the County Commission Chairperson (even years). Administrative duties also rotate, with the City handling them in odd years and the County in even years. Documents, including the interlocal agreement and operational rules, are available on Shawnee County's website, and meetings can be viewed online.

There was a public meeting at the library last night. It was mentioned at a council meeting, it was posted to the public, it was on social media and I believe I even saw it mentioned on one of the TV stations. The meeting appeared to have well over 100 people (if not more during two hours), who attended and were able to look at drawings and plans and speak with city staff and others about the designs. I believe notices were also sent out to the people who live in the area and businesses that will be impacted.

This was a public input session to get feedback and answer questions before anything is officially presented to the Governing Body, and people certainly turned out with questions. comments and suggestions. And yes, they had a presentation and drawings and designs, all made available to the public in a public space after being publicly advertised.

While I believe you may be close on the contract expense, I would ask staff to provide the actual number. I voted NO on that contract.
