Bring Back the Boulevard is a group of private business owners who have banded together to make some improvements on the Boulevard including the new sign down by Frito Lay

 

They approached us to partner on the upcoming Project on Topeka 21st to 29th . Within our existing scope and fee of the design contract we were able to come up with some concept plans so they can raise the funding for improvements such as planting and flags that are outside of the scope of our construction budget.  I have attached the email with the concept plans and cost estimates  If they can raise money we will enter into a development agreement with them and will include the items in the project and then they will pay for those items.

 

The only other thing I am aware of is public works agreed to provide the electricity for the lighting for the new sign down by Frito Lay—emails attached

 

They periodically make requests for other help.  Utilities said no to the meter and we did now mow for them this past year—emails attached

Did you know Bartlet and West have had a full set of engineered plans available for construction from 1998? 

I was promised master planning in 2018. 

The road will open over seven hundred acres for development for the existing landowners. Think about the population growth over the last twenty years in southwest Shawnee county. The tax dollars could have paid for that road several times. The existing residents in the county deserve better mobility in the community. 

Could you consider your planning commission to give the road project public involvement for the MPTO?

Doug Gerber say you have to go to district court to remedy the exiting issues for Mainline Printing.

 

If a fire breaks out today it is NOT safe for the Mainline employees to exit into mall today. With the right circumstances the fire exits that go into the Mall may be the only way to save lives and to only be put in jeopardy due to the condition of the Mall.  

 

This is bigger than the REA – even with a Judgment the owner won't fix it. You have a duty to public safety to see that Mainline is protected today.

 

I want to ask Doug what would anyone have any luck in court when he does not abide by any rules. Yes the REA create an easement for public safety and fire exits and it your duty to help enforce the rules today.

It does not seem fair or even legal to tell a building owner to go to Court to fix a code violation on a neighbor's property. It unsafe for the Mainline employees to exit into the Mall if fire broke out. The City of Topeka position is if someone is injured is "they should of taken the REA to court"  really?

 

Doug Gruber is a bureaucrat  and his email shows his true colors. Let this sink in, how hard would it be for Mainline printing to move out of Topeka? How many other towns would welcome the jobs and a clean business to their community?

 

It is time to use eminent domain to condemn the property for public safety reasons. Once you have the site cleaned up let the chips fall where they may for redevelopment. The Managers are flat out lazy, not even will to leave the office and meet at a thriving business.

We created the REA at the time of the sale. The current owner of the Mall is not living up to their end of the REA.

Not sure what you are talking about, but in reading what you sent me, it looks like the half cent sales tax went toward the improvement on Fairlawn road, widening and new lights. It did not go the project. The same could be used for your client on Topeka Ave. And nobody paid us anything up front, seems like all you do is want a hand out. Like I said yesterday, it's how you get to the finish line. Your client can take advantage of the same program we did, but like us, nobody is just going to give you money up front. I am writing to express my concerns and seek clarification on the allocation of funds through the interlocal agreement that diverts sales tax to JEDO, particularly in the context of grants and scholarships. 

Upon reviewing the financial disbursements, it has come to my attention that Go Topeka, and its subsidiary JEDO, has allocated a substantial amount exceeding $650,000 towards grants and scholarships. While the pursuit of community betterment is admirable, I am struggling to comprehend how this aligns with the intended purpose of the sales tax diversion as outlined in the interlocal agreement. 

In light of this, I kindly request access to the list of individuals or entities who have received grants and scholarships through these funds. Understanding the recipients and the criteria used for allocation will provide much-needed clarity on the impact and reach of these financial disbursements. 

Furthermore, I would appreciate the opportunity to review the memorandum, letter, or amendment to the interlocal agreement that grants Go Topeka or JEDO the authority to distribute funds in this manner. A clear understanding of the legal foundation for such actions is essential for maintaining public trust and ensuring that the allocation of funds aligns with the intended purpose outlined in the agreement. ,
