Doug Gerber say you have to go to district court to remedy the exiting issues for Mainline Printing.
If a fire breaks out today it is NOT safe for the Mainline employees to exit into mall today. With the right circumstances the fire exits that go into the Mall may be the only way to save lives and to only be put in jeopardy due to the condition of the Mall.
This is bigger than the REA – even with a Judgment the owner won't fix it. You have a duty to public safety to see that Mainline is protected today.
I want to ask Doug what would anyone have any luck in court when he does not abide by any rules. Yes the REA create an easement for public safety and fire exits and it your duty to help enforce the rules today.

It does not seem fair or even legal to tell a building owner to go to Court to fix a code violation on a neighbor's property. It unsafe for the Mainline employees to exit into the Mall if fire broke out. The City of Topeka position is if someone is injured is "they should of taken the REA to court" really?
Doug Gruber is a bureaucrat and his email shows his true colors. Let this sink in, how hard would it be for Mainline printing to move out of Topeka? How many other towns would welcome the jobs and a clean business to their community?
It is time to use eminent domain to condemn the property for public safety reasons. Once you have the site cleaned up let the chips fall where they may for redevelopment. The Managers are flat out lazy, not even will to leave the office and meet at a thriving business.

When can we meet regarding White Lakes?
I sold the Sears Parcel to Mainline printing in 2006. (tract A attached)
We created the REA at the time of the sale. The current owner of the Mall is not living up to their end of the REA.
Today this has created an unsafe environment for the Mainline employees to exit into incase of a fire.
How can we make this safe for Mainline today via code enforcement and how can we create an environment for Mainline to expand operations and acquire the entire mall for redevelopment?
