If the owner/operator can provide me with information to determine that it is a Reception, Conference, and Assembly Facility, then the path to getting approval is a conditional use permit (CUP).
If there are noise impacts from the land use, it is an issue that will need to be addressed as part of the CUP. If the City approves a CUP for the land use, I expect the CUP will include limits on noise which could include limits on hours of operations, etc.

The buyers, Juan Jose Ruelas and Claudia Sandoval Hernandez will operate the location as a for-profit organization. They intend to host event venues, dances, renting the building out to various community services, and renting for special events such as graduations, weddings, birthday parties, and other special occasions. Their intent is to keep the overall building footprint intact. They will be making cosmetic adjustments to the inside of the building to suit their needs. Henry – you have discussed this property with City staff and your plans for developing a convenience store with fuel service at the immediate corner. The property includes three or more separate tax parcels, unimproved alley and street right of way, and existing sewer mains. The property is a combination of M1 and M2 residential zoning. (The second map below shows the zoning)
Development of the site as you have described will require rezoning to C-2 (or PUD / C-2 uses) and vacation of street or alley rights-of-way. I expect a subdivision plat will be required. Sanitary sewer mains may need to be relocated. I understand there are also questions of driveway access as you have mentioned you desire to provide for access to the property along Adams for left-turning, northbound traffic.
You will find it helpful and maybe necessary to meet with City staff in one and maybe two pre-application meetings. Initially we should discuss what is required to start the rezoning process. Discussion of a subdivision plat, utility relocation, and site development plans need to include your civil engineering consultant.
We conduct pre-application meetings on Thursday afternoons. These meetings are conducted by Zoom or Teams in order to include the necessary city staff working from multiple locations, some remote. (We might be able to have an initial meeting to discuss the rezoning process without including all city staff.)
At this time, there are openings for pre-app meetings in all of the Thursdays in May except for May 16th.
How soon you can submit a rezoning application will depend on whether you apply for C-2 zoning or PUD zoning. The next two deadlines for C-2 zoning are June 7th and July 5th (for potential planning commission meetings July 15th and August 19th, respectively). The next two deadlines for PUD rezoning applications are May 24th and June 21st (for potential planning commission meetings July 15th and August 19th, respectively). Governing Body approval is required for rezoning. In the best case, the Governing Body may approve rezoning in the month following the planning commission meeting, although there is considerable uncertainty of approval or the timing of the Governing Body decision following a recommendation from the planning commission.
You may submit an application for subdivision plat concurrent with a rezoning application, but I recommend obtaining approval (or an approval recommendation from the planning commission) prior to submitting a subdivision plat for approval.
