Bill,

 

I got a call today from a business owner that wants to relocate a liquor store within the same shopping center where it has been for many years.  The owner was lamenting to me that he had to pay $5,000 for a traffic impact study since he was moving the business back further into the center and adding a drive-thru window.  I was shocked and thought that surely that can't be true --- so I looked up the application and it does lists drive throughs as one of the things triggering a TIA.  SURELY this is just for new developments, right?  Simply relocating an existing business within the same center (even with the addition of a drive through) shouldn't necessitate a TIA – right?

 

Picture is attached. 

 

BTW, I should add that he was not told this by your staff --- a consultant told him it was an automatic requirement.  Please let me know.

When doing college hill TIF, I tried to get Ron Robb to add the campus center to the TIF. Now, look at the center, all vacant and in need of redevelopment. The center needs to be scrapped.

In this district, think about the Fox theater.

I watched the zoning case the council will be approving tonight. I want to say I support this action and hope the City gives the approval needed. If approved, I will be moving downtown and living in a building in this area.

Please consider in the future giving more time to speakers who own property or are in the notification area. That is the only hearing & 4 minutes just is too constraining.

With the City guaranteeing the lease an investor is going to feel good about the payment. This opens up this deal to so many more investors. A strong lease gives you total control. Keep operating them yourselves. 

Creating the right structure of the lease will be perceived as a great deal. The City will get a premium price. 

This idea is worth exploring

The Chairman of the board elect has found the most interesting way to make deals in this area to his benefit. 


The guy got his lake repaired and the City of Topeka maintains the lake.

In our last meeting, we determined the best group to emulate the "Core TIF" was the Chamber or Go Topeka. 

They were the Best Cheerleaders for the Wheatfield group; if they make the same effort, I agree they are head and shoulders the best choice. 

Have we gotten any feedback?

Thanks for your time the other day. Regarding the West Ridge Mall. 

Henry McClure and MCRE, LLC is not a spokesman for the Mall ownership. Susan Palmer is in charge. 

I'm just a street broker that thinks Topeka should treat all projects the same way. Look at all the monies sunk in downtown in an effort to "CREATE" a market and the need to make an investment in the Mall.  Count the tax dollars generated and think of the potential if the Mall is turned around.

Back to you running the City of Topeka. 

I feel like George Baily and Mr. Potter is running the show. 

It was embarrassing how this meeting unfolded. 

We need the City of Topeka to step up, maybe you can call Jim and get him to tour mainline? 

This just really just sheds the light on how the process works is broken -  one of Topeka's biggest developers is at the funnel of all the funds.
