Commission Newsletter | October 2025 6-minute read Career Opportunity KREC is currently seeking candidates for a vacant Licensing Assistant position. Please click here for information on applying for the position. This is an on-site position in Topeka. Inactive vs. Referral Status: Know the Difference The Commission does not have a "referral" license status. A licensee may be affiliated with a company on a referral basis, however this does not place the license on inactive status. An active license is required to complete a referral transaction. Licensees on inactive status cannot perform activities that require a Kansas real estate license. A licensee remains inactive until the licensee reactivates their license to active status or fails to renew and their license expires. The 12-hour CE requirement must be completed when the license is reinstated to active status, however it does not need to be completed by the license expiration date for an inactive license. It is good practice, however, to keep up on your CE requirements. If the licensee has been inactive for two or more years, CE totaling six hours for each full year the license has been on inactive status must be completed prior to reactivation. This is in addition to the 12 hours required for the immediate past renewal period. If the license has been inactive for five or more years, the licensure exam must be passed in addition to the CE requirements prior to reactivation. If a supervising or branch broker requests inactive status, another Kansas-licensed broker must take over as the responsible broker to keep the company open and maintain affiliated licensees within the company. If you hold an active license and have not completed the required CE when your license expires, you may renew your license on inactive status. Be mindful to choose the correct status when renewing your license. Holding Open Houses Outside Your Brokerage Tasha Sailer | Compliance Director Thinking of holding an open house for a property listed by another brokerage? Proceed with caution. It can be permissible when the purpose is self-promotion and soliciting your own services, but you must address the following: Role Disclosure and Solicitation Make sure visitors understand you are not acting as the seller's agent at the open house. Provide the BRRETA brochure to all potential consumers and confirm they are not already under an active agreement with another broker before soliciting services. You may not perform licensed activity outside your supervising broker's supervision. You cannot act as a licensed assistant for a licensee at another brokerage, especially where an agency relationship exists with the consumer. See K.S.A. 58-30,103(m) and (o); K.S.A. 58-30,110. Supervision and Approvals Broker supervision stays with each licensee's supervising broker. The listing licensee remains under their broker and you remain under your broker. Follow your broker's policies and procedures for reporting marketing and licensed activity and obtain written approval from your supervising broker before advertising and hosting the open house. See K.S.A. 58-3062(b)(5)(A) and (B). Compensation All compensation flows through your supervising broker and typically occurs through the transaction at closing. If the open house results in you procuring a buyer client or customer, your broker would be paid through the transaction your buyer completes. See K.S.A. 58-3062(b)(1) and K.S.A. 58-30,105. Advertising Another Broker's Listing You may advertise another broker's listing only with written permission from the listing broker and approval from your supervising broker. This includes open house advertising. Follow all advertising rules and your broker's guidelines. See K.S.A. 58-3086; K.A.R. 86-3-7; K.S.A. 58-3062(a)(8). Welcome, Kathy! If November 1 is your license expiration date, don't forget to renew your license on time. It falls on a Saturday this year! Here's what you can do: Check your expiration date by conducting a search on the License Search page or checking your wallet card. Complete your Continuing Education (CE). We recommend at least five days prior to expiration date. Submit your renewal application by logging in to your Public Portal account. Check your email! Your license renewal is complete when you receive a confirmation email and wallet card. All licensees receive a courtesy renewal reminder email 45 days prior to license expiration. If you did not get an email, your email address is likely invalid with KREC. Login to your Public Portal account to update your information. Instructions to complete all online processes are available here. Most renewal questions can be answered by checking the FAQ section of the KREC website. A few tips: The renewal window opens 45 days prior to the license expiration date. If you don't see the "Renew" link next to your record, you are too early. The "Renew" link is in black text, not blue. We understand it is confusing and are working with the vendor to fix it. You can start the renewal process prior to CE being completed. Once the school submits course completion credit to KREC, log back in to your Public Portal account to ensure renewal is complete. If you aren't receiving a password reset email when trying to reset your account credentials, it is likely going to a different email address. Please check all accounts prior to contacting KREC. The password reset email can take up to five minutes to send. Be very careful not to renew your license on Inactive status if you intend to be Active. If you wish to forfeit your license and not renew, you can just let it expire. You will go into a 6-month grace period where late renewal is an option. During that time, our system will continue to send automatic emails. FAILURE TO CHANGE YOUR EMAIL ADDRESS ON FILE WITH THE COMMISSION WITHIN 10 DAY OF OCCURANCE IS A VIOLATION OF K.A.R. 86-3-15 AND YOUR LICENSE COULD BE SUBJECT TO DISCIPLINARY ACTION. Visit Us in Wichita The October 8, 2025, Commission meeting will be held in Wichita in conjunction with the 2025 Kansas Association of REALTORS® Annual Conference & Expo. Commission meetings are open to the public. KREC staff is also hosting a booth at the conference on October 7 and 8. Kansas REALTORS, stop by our table to ask questions and say, "Hello!" Military Licensure Exemption Effective July 1, 2025, pursuant to 2025 HB 2280, statutory requirement exempts military spouses from license application fees. All fees related to original licensure and license renewal are waived for individuals who are the spouse of a military service member or former member with an honorable discharge who resides or plans to reside in Kansas. This includes application, background check, original licensure, renewal and renewal late fees. The applicant or licensee is responsible for indicating eligibility for the exemption each time an application form is completed. This was forwarded to me for response on behalf of the City and JEDO. Neither the City nor JEDO has any responsive records regarding the GO Topeka board vote that you reference. I will defer to Stephanie Moran regarding whether GO Topeka has anything responsive.

 

While your request is focused on records of the GO Topeka vote related to the Innovation Center, the only related record that the City and/or JEDO has is the minutes from the JEDO meeting where JEDO voted to approve the GO Topeka recommendation. While the GO Topeka board makes recommendations to JEDO, these must be approved by JEDO before funds are expended. The Innovation Center was discussed and voted on at the Dec. 11, 2024 JEDO meeting. Please see the attached agenda packet, starting at page 3.

Washburn's 2025 Homecoming celebration is just a couple of weeks away.  As a candidate on the local ballet for the upcoming general election, participating in the parade would be a great opportunity to get some visibility leading up to voting day.

See map of parade route below.  The parade route is only one mile, which is easy for those who choose to walk in the parade.  Also, it's compact so spectators will be close together rather than scattered throughout campus.

Could you take a look at this Facebook post from one of our City Council folks? You testified at a county commission meeting that the city could and should sue to collect.

Topekans - please see the press release below from the county. This is referencing Klausman's properties at Laurens Bay. As the city Council person for district 2, I believe we should be trying to sue for the back due specials. The county is the only entity that can sue for the back due property taxes. Klausman may still follow through with his request for the city to provide him with an RHID. This is an acronym for reinvestment housing incentive district. if the city allows this, and only the governing body can ultimately approve it… This would give Klausman over 20 years of not having to pay any future property taxes. We cannot afford this because we are in a budget deficit for at least the next three years. Klausman is not on a fixed income stuff, he is not struggling to make ends meet. He continues to game the system.   And what this leaves the city vulnerable to is more and more developers or other entities to come to the city and ask for similar deals. Please consider calling/emailing any or all of the numbers below to let your voice be heard on this issue. I will continue to vote no on incentives.
ONE NOTE: From all the people I've talked to over the past two years (and tracking social media) - the majority of their concern has been collection of the property taxes, which is the far, far greater amount than assessments. Only the county can collect through legal means on property taxes. So that last in the press release is rather disingenuous.
