To: Henry <mcre13@gmail.com>

A constitutional lawsuit from Bryn Green will move forward after a Shawnee County judge denied an attempt to dismiss Ms. Green's case. With the help of Kansas Justice Institute, Bryn sued the Kansas Board of Cosmetology over its irrational and arbitrary occupational licensing requirements involving sugaring. Sugaring is an ancient grooming technique that uses a mixture of sugar, lemon juice, and water to safely remove unwanted hair.

In Kansas, even though sugaring is safe, the Board of Cosmetology requires 1,500 hours of instruction in expensive schools for a cosmetology license. It is estimated that 99% of the cosmetology curriculum teaches things other than sugaring.

"This is a great first-round victory for Bryn and puts her one-step closer to achieving her dream of starting a sugaring business," KJI Litigation Director Sam MacRoberts said. "People shouldn't be forced to spend tens of thousands of dollars on irrelevant cosmetology school, and take irrelevant examinations, just to be able to use sugar, lemon juice, and water, to safely remove unwanted hair," MacRoberts said.

"It shouldn't be a crime to safely use sugaring paste to remove unwanted hair. There's no good reason for the government to force someone to attend thousands of hours of irrelevant and expensive schooling for something that is already safe," MacRoberts continued. "We're really excited we get to keep fighting for Bryn's right to be free from irrational government rules," MacRoberts said.

To help support her family, Bryn wants to start a sugaring business in Hays, her hometown. Sugaring would also allow her greater flexibility in raising her son. But in Kansas, it is a crime to practice unlicensed sugaring, and Ms. Green is not licensed.

Over the decades, occupational licensing has exploded even though, as President Obama's Administration determined, "most research does not find that licensing improves quality or public health and safety."

Represented at no charge by Kansas Justice Institute, Bryn is suing the Kansas Board of Cosmetology to vindicate her rights, and the rights of all Kansans, to be free from unreasonable government regulations.

City of Topeka to host community engagement sessions for budgetary feedback

TOPEKA, Kan. – The City of Topeka invites residents to participate in a series of community engagement sessions in an effort to get a head start on the FY 2026 Budget process and get public feedback on the city's financial forecast, possible service reductions, and sales tax options. These sessions are an opportunity for Topeka residents to provide valuable input on decisions that impact city services and the overall community.

Community Engagement Session Schedule:

  • Crestview Community Center: Wednesday, November 13th, 6:00 p.m. - 7:00 p.m. (4801 SW Shunga Dr.)
  • Hillcrest Community Center: Wednesday, November 20th, 6:30 p.m. - 7:30 p.m. (1800 SE 21st )
  • Topeka & Shawnee County Public Library (Marvin Auditorium, Room 101B): Thursday, November 21st, 6:30 p.m. - 7:30 p.m. (1515 SW 10th )

The sessions will provide residents with an overview of the city's financial outlook and will discuss potential adjustments to city services, depending on needs and community feedback. Additionally, residents will have the chance to learn about and weigh in on possible sales tax measures as a way to support essential services and help meet the city's budget goals.

"Community input is invaluable as we look to responsibly plan for Topeka's financial future," said City Manager Dr. Robert Perez. "We want to ensure our residents are informed and have a voice in the decisions that will shape our city's services and resources moving forward."

Residents are encouraged to attend any of these sessions to engage with city leaders, ask questions, and share their perspectives. The city will compile community feedback from each session to help guide decision- making as Topeka continues its efforts to balance financial stability with high-quality city services.

A Hiring Decision for Topeka's Next Police Chief

Likely to Occur This Coming Week

I was recently alerted to THIS CJONlINE ARTICLE about the final two candidates for Topeka's Chief of Police. Below are excerpts from Austin, TX candidate Chris Vallejo:

"One of the things I'm a big proponent of is gender diversity, gender parity within police departments." Vallejo also intends to implement the 30x30 program, a program that brings police stations up to 30% female police officers by 2030. He brought the program to his current police department.

As a woman, I'm personally against any hiring quota for women (or men for that matter). Allowing distractions from hiring decisions based on pure merit can actually cause the divisions which DEI seeks to solve. Quotas can raise of the question 'was this person hired for their merit or gender?' With no quotas, it's easier for women (or anyone) to earn respect.

Sheriff Brian Hill submitted a letter of recommendation for lifelong Topekan Major Russell Klumpp.

Respectfully let the Topeka City Council and the City Manager know your thoughts.

please circulate a copy of the study on how to enhance the expo center/event center.

Maybe the best deal is to find a developer to master plan the whole nine yards including operating the hotel.

Thanks
