Special Meeting Notice
 A special meeting of the Governing Body has been called by Mayor Michael Padilla to conduct city manager interviews.  The meeting will not be televised due to technical difficulties and there will be no public comment allowed at the meeting.

Written comments may be submitted via email to cclerk@topeka.org or delivered in-person to the City Clerk's Office located at 215 SE 7th Street, Room 166, Topeka, Kansas.

SUBJECT:  Executive Session for a period of time not to exceed 8 hours to interview five (5) candidates for city manager as allowed under KSA 75-4319(b)(1).  The following individuals will be present to aid in the discussion:  Members of the Governing Body; City Attorney, Amanda Stanley; and the five candidates for City Manager.
 
The open meeting will resume at the completion of the executive session.

Subject: Inappropriate Request for Developer Involvement in Neighbor Feedback Collection at this juncture. 

The request to task a developer with seeking feedback from neighbors regarding the project appears highly irregular and inappropriate at this juncture. All of this should have taken place prior to the TIF and CID. 

Such an approach lacks the procedural framework and professional boundaries expected in project development. It raises concerns regarding the proper delineation of responsibilities and the potential for conflicts of interest. 

In the initial stages of a project of this nature, the MPTO or planning is responsible for public involvement.

A pivotal piece of legislation - SB 509, the Education Opportunity Tax Credit - is set to be debated in the Kansas Senate floor tomorrow (March 27, 2024). 


By providing eligible families with an income tax credit towards homeschooling or private education expenses, it offers a means of broadening educational opportunities for all, particularly those from lower socioeconomic backgrounds due to its refundable nature.


Please contact your senators and ask them to support SB509.

Dear, whoever is running the city,

I am writing to express my concerns regarding recent developments within the City of Topeka, particularly regarding the appointment of the Director of Planning. It has come to my attention that the individual appointed to this position lacks pertinent experience in urban planning. Moreover, the circumstances surrounding her appointment, particularly in light of the City Manager's mental health condition, raise questions about the integrity of the selection process.

The appointment of key personnel in municipal government is critical for ensuring effective governance and the realization of community goals. In this instance, it appears that qualified candidates may have been overlooked in favor of personal or undisclosed agendas. Mr. Wade's decision-making process warrants scrutiny to ensure transparency and accountability within city administration.

Furthermore, the prolonged bureaucratic hurdles hindering the relocation of a local business, exemplified by the delayed transfer of a Pizza Hut establishment, underscore systemic inefficiencies within municipal operations. Such delays not only impede economic development but also reflect poorly on the city's reputation as a conducive environment for business growth.

Of particular concern is the obstruction encountered in securing necessary approvals for infrastructure projects, such as the installation of a sewer line. The apparent reluctance or inability of city authorities to expedite essential public works projects raises questions about the efficacy of administrative procedures and the responsiveness of municipal agencies to community needs.

In light of these issues, I urge city officials to undertake a comprehensive review of personnel appointments and administrative processes to ensure alignment with best practices in governance. Transparent and accountable decision-making is essential for fostering public trust and advancing the collective interests of the community.

Thank you for your attention to these matters. I remain hopeful that constructive dialogue and proactive measures will facilitate positive change within the City of Topeka.

You mentioned at the Tuesday Governing Body meeting this week your interest in scheduling a meeting with myself and Councilman Banks to discuss the proposed Pizza Hut on 29th St.

 

In order for me to ensure I have the correct staff present to address your questions, can you help me understand what you would like to cover? If you want to talk through the sewer main extension, for example, I'd like to have someone from Utilities present as well who can help answer questions.
