Bill,

I watched the zoning case the council will be approving tonight. I want to say I support this action and hope the City gives the approval needed. If approved, I will be moving downtown and living in a building in this area.

Please consider in the future giving more time to speakers who own property or are in the notification area. That is the only hearing & 4 minutes just is too constraining.

ORDINANCE introduced by Interim City Manager William E. Cochran amending the "District Map" referred to and made a part of the Zoning Ordinances by Section 18.50.050 of the Topeka Municipal Code, by providing for certain changes in zoning on properties located within Downtown Topeka from "M-2" Multiple Family Dwelling District, "C-4" Commercial District, and "O&I-2" Office and Institutional District, "D-1" Downtown District, "I-1" Light Industrial District, "I-2" Heavy Industrial District TO "D-3" Downtown District. (Z22/02) (Council District No. 1)

With a sale-leaseback, you can maintain total control.  Even put a deed restriction that all properties must remain market rate public parking. 

These are low due to holes in my information. My numbers are missing some data. 

This would grow the Taxbase $443,997.95 annually 

Income from sale - $23,589,983 

With the City guaranteeing the lease an investor is going to feel good about the payment. This opens up this deal to so many more investors. A strong lease gives you total control. Keep operating them yourselves. 

Creating the right structure of the lease will be perceived as a great deal. The City will get a premium price. 

This idea is worth exploring

As I understand the process the Board of "Go Topeka" advises JEDO on economic development requests........

The Chairman of the board elect has found the most interesting way to make deals in this area to his benefit. 


The guy got his lake repaired and the City of Topeka maintains the lake. 

An IRB was floated then spread over 102 lots and is not making the payments? 

Tell me about that policy?
