The Senate will be considering several pieces of legislation regarding property taxes and improving the process. One of the first items to be considered is a resolution to limit taxable value increases each year. Similar language passed the senate in 2023. The hearing will be Jan 16, 2025, in case you or others would like to testify. Sample language can be found at https://www.kslegislature.gov/li_2024s/b2023_24/measures/scr1604/

Homestead Tax Act of 2025

Henceforth, property taxes will be calculated based on the purchase price for the duration of ownership. Actual market value is determined by what a willing seller accepts and what a willing buyer pays. Additionally, homeowners aged 65 and older will benefit from a significant tax reduction, with the assessed value of their primary residence reduced to 10%.

Benefits to all Kansans

Taxation at real values in real-time will attract people to Kansas by ensuring fairness and financial relief for senior citizens, allowing them to remain in their homes without excessive tax burdens. This policy prevents individuals from being taxed out of their homes, promoting stability. It compels the government to align with real estate realities, eliminating phantom evaluations and inflated values. By fostering transparency, it ensures equitable taxation and encourages sustainable community growth.

Stormont Vail Events Center Funding Request Granted

So the Topeka Tropics, according to Wikipedia...

By February 2024, the NAL revoked the Tropics' franchise for failure to pay league dues and the team's prospective owner for the 2024 season backed out of an agreement to buy the team, prompting management to release an open letter begging the Topeka business community to buy the team.^[10] This was ultimately unsuccessful, and on February 28, 2024, the league terminated the Tropics membership.^[11]

According to what was presented to the Commissioner's according to the news article...

The Oak View Group told commissioners in November it has suffered from a bad financial year over the course of 2024 due to poor turnout and the loss of the Topeka Tropics indoor football team.

So, failure to pay league dues seems what brought a serious issue and was reason why the Topeka Tropics failed. So, if I understand, a business can cause an issue that could seriously affect the companies demise along with losing revenue and they're given this money? "Poor turnout" was not the fault of this community, the company failed to pay the "League Dues". Is this a precedent we are now going to allow all businesses to receive help? Rewarded for what was clearly preventable...

Hello All,

I reached out to each of you through your email address on November 8, 2024 inquiring information on K.S.A 19-2670. I've heard nothing back from any of you with an answer, guidance or direction of any kind. However, Mr. Bill Riphahn has viewed my LinkedIn account on many occasions, which is rather creepy. Not sure of the reason for that, but you have my email address and I would welcome a response.

Since two weeks had passed and no response, I did reach out to Governor Laura Kelly's office and I've attached the response along with my reply back. It's another disappointing effort to get an answer when entities and people "pass the buck". Is it really so difficult within your PAID duties to respond? If it's not within your perimeters and apparently not a concern with Governor Laura Kelly, can any of you suggest another entity or person, who can provide the information?

Mr. Robert Williams inquired about this same issue during a couple of meetings and to this date, and last I knew, he's not received an answer. During one of the meetings, it was put forth, "it was Wyandotte County", if my memory is correct. Clearly that makes no sense whatsoever, but trying to get clear and concise information is like playing the game TWISTER.

At least some guidance and direction would be appreciated. Thank you for taking the time to read and hoping some guidance and or answers will be on the horizon soon.

Thank you for your response; however, while your response states the City of Topeka Citizen Advisory Council "may serve a similar purpose" did not answer my question. This is a State Legislative Statute, not City nor County. I sent an email to Shawnee County Commissioner's with inquiry and it's not been answered as of this date.

It's very distasteful to continue to get the run around when our entities don't want to be clear with direction, but rather shift you to "someplace else". Discouraging at it's finest.

Per K.S.A 19-2670, the members of this commission are comprised of government officials from various points of local government and 18 other individuals who are appointed by the government officials on the commission. The statue lists specific positions that would be on this board, like the county commissioners. We suggest you look up who fills these positions and reach out to them for more information.
