Henry -

This is essentially already established law within many our economic
incentives, such as CID, TIF, etc. The Council can always vote to make an
exception, but it has to be voted on prior. We alco have council rules that
are in effect that also cover this. We also get an overview regarding each
developer asking for funds that includes any information about relating to
code violations or taxes owed.

These rules also apply to many of the dollars we give in our community grant
programs.

As it relates to JEDO funds, that is also there general rule of thumb, but I
know there have been exceptions. That would need to be addressed when the
contract comes back up for renewal, which I believe is in 2025 (but I need
to check on that).

I will ask staff to provide me an overview of the current ordinances on the
books that relate to this, and internal and council policies. Always good to
review on occassion.

It will likely be end of April before the Land Bank is fully prepared to take a look at and accept properties.

The Land Bank Board of Directors has been meeting regularly and getting the processes put in place. But there are still just a few things that need to be completed before it is fully ready to speak with individuals and take on properties. It is essential that we get it right once it is up and running and the Board is working to make sure that process is not just good for the city, but gives those who donate or utilize the land bank the maximum benefit and that the process runs efficiently.

Very appreciative of you thinking about the land bank and that there are individuals who want to utilize this new resource. I just need another 30 days before we can have the conversation, then happy to engage.
