ACLU

The ACLU of Kansas can help Topeka residents combat government corruption through legal challenges, advocacy, and public education, particularly if the corruption involves violations of civil liberties or constitutional rights. The organization focuses on systemic issues rather than individual criminal cases or specific types of disputes like family law. [1, 2, 3, 4, 5]
How the ACLU of Kansas can get involved • Impact litigation: The ACLU of Kansas uses lawsuits to address patterns of misconduct that affect many people, not just a single individual. If corruption in Topeka is leading to systemic violations—such as discriminatory practices, voter suppression, or infringements on First Amendment rights—the ACLU may be able to challenge those actions in court.
• Lobbying and legislative advocacy: For problems requiring policy solutions, the ACLU lobbies the state legislature and works with partner organizations to advance legislation that protects civil liberties and holds officials accountable.
• Public accountability: Before resorting to litigation, the ACLU may first send open letters to public officials to pressure them to address civil liberties issues. This approach can resolve problems without a court case.
• Education: The ACLU has a "Know Your Rights" program to help citizens understand their constitutional protections when dealing with law enforcement and other government bodies. [1, 2, 3, 6, 7, 8]

How to request legal assistance from the ACLU of Kansas If you believe your civil liberties have been violated by government corruption, you can request legal assistance from the ACLU of Kansas by following these steps:

1. Understand the criteria: The ACLU of Kansas generally only accepts cases that deal with state and federal constitutional matters, are likely to set a precedent that benefits many people, and don't seek monetary damages as the primary goal.
2. Submit a complaint online: Fill out the legal intake form on the ACLU of Kansas website. Do not call or email to discuss your case, as the organization does not accept requests this way.
3. Mail a complaint: Alternatively, you can mail your complaint to:

 • ACLU of Kansas Legal Department
 • PO Box 13048
 • Overland Park, KS 66282

4. Wait for a response: Due to the high volume of requests, the ACLU of Kansas cannot respond to all submissions. If they decide to take your case, they will contact you. [1, 9, 10, 11, 12]

Alternative ways to fight government corruption The ACLU is not the only option for addressing government corruption in Topeka. Other avenues may be more suitable, depending on the specific issue:

• Federal Bureau of Investigation (FBI): The FBI has a public corruption hotline for Kansas residents to report misconduct by public officials. The FBI prioritizes public corruption cases and relies on public tips.

 • Hotline: 1-855-527-2847 (1-855-KCPCTIP)
 • Email: KCPCTIP@ic.fbi.gov

• Kansas Governmental Ethics Commission: The state's ethics commission provides advisory opinions and enforces campaign finance and ethics laws at the state level. However, its jurisdiction over local government conflicts of interest is limited to an advisory role, with enforcement left to county or district attorneys.
• Kansas Attorney General's Office: You can file a complaint with the Kansas Attorney General's office for a variety of issues.
• Department of Justice Civil Rights Division: For violations involving civil rights, you can file a complaint with the U.S. Department of Justice.
• Local law enforcement agency: For complaints against a specific law enforcement agency, you can file a written complaint with the agency's internal affairs division. [13, 14, 15, 16, 17, 18]

Cinnamon

Dr. Gundry views cinnamon as a "superfood" with benefits like blood sugar regulation and its potential to help curb sugar intake by making foods taste sweeter. He notes that cinnamon is generally considered a safe addition to the diet, although those with autoimmune diseases should use it with caution and that it is a good choice for those avoiding certain ingredients. [1, 2, 3, 4]
Dr. Gundry's key points on cinnamon

• Blood sugar control: Cinnamon may help regulate blood sugar and improve insulin sensitivity, though it should not be relied on as a sole treatment. [1, 2]
• Reducing sugar intake: Its sweet taste can help make foods seem sweeter, potentially leading people to use less sugar. [1]
• Antioxidant and anti-inflammatory: Cinnamon is rich in polyphenols and antioxidants that may offer protective benefits. [1, 5]
• Lectin-free: It is one of the foods that are considered lectin-free, aligning with Dr. Gundry's dietary recommendations. [3]
• Caution for some individuals: People with autoimmune diseases should use cinnamon cautiously, as some individuals may have a reaction to it. [2]

Commission Newsletter | October 2025

Career Opportunity

KREC is currently seeking candidates for a vacant Licensing Assistant position. Please click here for information on applying for the position. This is an on-site position in Topeka.

Inactive vs. Referral Status: Know the Difference

The Commission does not have a "referral" license status. A licensee may be affiliated with a company on a referral basis, however this does not place the license on inactive status.

An active license is required to complete a referral transaction. Licensees on inactive status cannot perform activities that require a Kansas real estate license. A licensee remains inactive until the licensee reactivates their license to active status or fails to renew and their license expires.

The 12-hour CE requirement must be completed when the license is reinstated to active status, however it does not need to be completed by the license expiration date for an inactive license. It is good practice, however, to keep up on your CE requirements.

If the licensee has been inactive for two or more years, CE totaling six hours for each full year the license has been on inactive status must be completed prior to reactivation. This is in addition to the 12 hours required for the immediate past renewal period. If the license has been inactive for five or more years, the licensure exam must be passed in addition to the CE requirements prior to reactivation.

If a supervising or branch broker requests inactive status, another Kansas-licensed broker must take over as the responsible broker to keep the company open and maintain affiliated licensees within the company.

If you hold an active license and have not completed the required CE when your license expires, you may renew your license on inactive status. Be mindful to choose the correct status when renewing your license.

Holding Open Houses Outside Your Brokerage

Tasha Sailer | Compliance Director

Thinking of holding an open house for a property listed by another brokerage? Proceed with caution. It can be permissible when the purpose is self-promotion and soliciting your own services, but you must address the following:

Role Disclosure and Solicitation

  • Make sure visitors understand you are not acting as the seller's agent at the open house.
  • Provide the BRRETA brochure to all potential consumers and confirm they are not already under an active agreement with another broker before soliciting services.
  • You may not perform licensed activity outside your supervising broker's supervision. You cannot act as a licensed assistant for a licensee at another brokerage, especially where an agency relationship exists with the consumer.
  • See K.S.A. 58-30,103(m) and (o); K.S.A. 58-30,110.

Supervision and Approvals

  • Broker supervision stays with each licensee's supervising broker.
  • The listing licensee remains under their broker and you remain under your broker.
  • Follow your broker's policies and procedures for reporting marketing and licensed activity and obtain written approval from your supervising broker before advertising and hosting the open house.
  • See K.S.A. 58-3062(b)(5)(A) and (B).

Compensation

  • All compensation flows through your supervising broker and typically occurs through the transaction at closing.
  • If the open house results in you procuring a buyer client or customer, your broker would be paid through the transaction your buyer completes.
  • See K.S.A. 58-3062(b)(1) and K.S.A. 58-30,105.

Advertising Another Broker's Listing

  • You may advertise another broker's listing only with written permission from the listing broker and approval from your supervising broker. This includes open house advertising.
  • Follow all advertising rules and your broker's guidelines.
  • See K.S.A. 58-3086; K.A.R. 86-3-7; K.S.A. 58-3062(a)(8).

Does Your License Expire on November 1?

If November 1 is your license expiration date, don't forget to renew your license on time. It falls on a Saturday this year! Here's what you can do:

  1. Check your expiration date by conducting a search on the License Search page or checking your wallet card.
  2. Complete your Continuing Education (CE). We recommend at least five days prior to expiration date.
  3. Submit your renewal application by logging in to your Public Portal account.
  4. Check your email! Your license renewal is complete when you receive a confirmation email and wallet card.

All licensees receive a courtesy renewal reminder email 45 days prior to license expiration. If you did not get an email, your email address is likely invalid with KREC. Login to your Public Portal account to update your information. Instructions to complete all online processes are available here. Most renewal questions can be answered by checking the FAQ section of the KREC website.

A few tips:

  • The renewal window opens 45 days prior to the license expiration date. If you don't see the "Renew" link next to your record, you are too early.
  • The "Renew" link is in black text, not blue. We understand it is confusing and are working with the vendor to fix it.
  • You can start the renewal process prior to CE being completed. Once the school submits course completion credit to KREC, log back in to your Public Portal account to ensure renewal is complete.
  • If you aren't receiving a password reset email when trying to reset your account credentials, it is likely going to a different email address. Please check all accounts prior to contacting KREC. The password reset email can take up to five minutes to send.
  • Be very careful not to renew your license on Inactive status if you intend to be Active.
  • If you wish to forfeit your license and not renew, you can just let it expire. You will go into a 6-month grace period where late renewal is an option. During that time, our system will continue to send automatic emails.

FAILURE TO CHANGE YOUR EMAIL ADDRESS ON FILE WITH THE COMMISSION WITHIN 10 DAY OF OCCURANCE IS A VIOLATION OF K.A.R. 86-3-15 AND YOUR LICENSE COULD BE SUBJECT TO DISCIPLINARY ACTION.

Visit Us in Wichita

The October 8, 2025, Commission meeting will be held in Wichita in conjunction with the 2025 Kansas Association of REALTORS® Annual Conference & Expo. Commission meetings are open to the public. KREC staff is also hosting a booth at the conference on October 7 and 8. Kansas REALTORS, stop by our table to ask questions and say, "Hello!"

The applicant or licensee is responsible for indicating eligibility for the exemption each time an application form is completed.

Disciplinary Actions

Henry,

This was forwarded to me for response on behalf of the City and JEDO. Neither the City nor JEDO has any responsive records regarding the GO Topeka board vote that you reference. I will defer to Stephanie Moran regarding whether GO Topeka has anything responsive.

While your request is focused on records of the GO Topeka vote related to the Innovation Center, the only related record that the City and/or JEDO has is the minutes from the JEDO meeting where JEDO voted to approve the GO Topeka recommendation. While the GO Topeka board makes recommendations to JEDO, these must be approved by JEDO before funds are expended. The Innovation Center was discussed and voted on at the Dec. 11, 2024 JEDO meeting. Please see the attached agenda packet, starting at page 3.

Thanks,

Mary E. Kuckelman Spinelli
