This project affects your districts the most. It is a shame we have a shortfall and the retail never caught fire. That was the toughest leasing job I ever had.

Now the City needs to step up and make it right.

This is in your hands to fix the shortfall. This will be a step in the right direction. We need to do more.

I suggest we create a taxing district CID that retires with the bonds are paid off. Include the shopping center at 21st and Washburn too. Howard Paul sold the center to Washburn University and they benefit the most from the College Hill development overall. 80% of the tenants are Washburn students.

We must grow the tax base and retire the bonds.

Are you going to assign the development agreement to the new owner?

Read section Seven.

I do not understand how the City can even move forward with zoning shovel-ready land assembled with TIF bond money to implement a Bark Park?

If the current owner does not want to build this land should be offered to the public. (see building J amendment – the developer is in default) The new owner should have a short fuse to build on the land. It can’t go to the dogs.

Why would the TIF district not need to be amended and approved by 501 and the County taxing districts?

We need the Tax base $$$$’s.

The property has a new owner and is bound by the development agreement even though the seller did not inform them of the agreement.

Thanks so much. It would be very helpful if you could share the original development agreement to form the TIF district. CBRE should have disclosed this data with the Buyer during the due diligence phase of the acquisition.

The TIF bonds have a $310 short fall annually. We need to create as many way to grow the tax base in the district. Building on the “J” site would be a good start. Those 8 lots are ready to go.
