Henry, you have asked for a legal interpretation of the powers of JEDO. You write of a meticulous review you performed of the interlocal agreement but " … I have been unable to discern any provision that authorized the hiring of a contractor for the distribution of grants, sponsorships, contributions, and scholarships."
I would direct you to the Interlocal signed between Shawnee County and the City of Topeka, (SNCO Contract #C129-2016, there are other amendments but this part is most relevant to your question) which provides in part:
