E. - the expansion of the Bark Park, the same contractors some how keep ending up with the " improvements" despite the bidding process supposedly letting out the least costly process of bidding yet somehow the same companies wind up the "winning bid"! How is it that the competing bids even though less than the winning bid are not the contracts let out? Rigged system!
